By 2035, European cities work with a shared system of open standards. AI tools from different providers communicate with each other without any single party controlling the standard. Cities can exchange, adapt and share tools.

- Developing a European open standards framework for urban AI - governed by a public consortium of cities.
- Mandatory interoperability as a procurement requirement for all AI systems in the public sector.
- Conditions for shared technical infrastructure so that medium-sized cities have access to the same building blocks as large cities.
