Ukraine has built the world’s most advanced digital government system whilst operating under wartime conditions. Diia has over 24 million users and uses AI to handle more than half of all government enquiries – work that was previously done by humans. Digital passports have the same legal validity as physical ones. The next step is an ‘agent state’: a government in which AI not only provides support, but actively delivers services and makes decisions.
What happens if you don’t have time for pilots and lengthy processes? What is truly essential then? What choices regarding data, infrastructure and control must a city have made in advance?
